Houston Youth Soccer Association was founded in 1968 as Houston District Jr Soccer Association with Milton Aimi as president. He later founded the State Youth Soccer Association, now known as South Texas Youth Soccer with Houston as the first member. Aimi served in many other significant leadership positions and was elected Vice President of the U.S. Soccer Federation and inducted into the National Soccer Hall of Fame.

Houston District Jr. changed its name to Houston Youth Soccer Association (HYSA) in 1980 and has remained a dedicated non-profit 501c organization promoting youth soccer in the Houston area. HYSA has not only helped lay the foundation of soccer in Houston but has grown and developed over the decades with the purpose of advancing soccer while acting in the interest of the players and teams.

Meets before each playing season to place teams in brackets. Conducts an open bracketing meeting with club representatives to review, adjust and finalize brackets for scheduling.
The committee members hear and rule on game protests and other situations as reported on game cards or in referee reports that may require disciplinary action or assessment of fines to be issued.
Inspects game fields with respect to safety and regulations, hears and rules on complaints or reports regarding field issues and assists clubs in plans to improve field conditions to meet regulations.
